For leisure commodities, however, the resources available to the consumer are wider than simply his or her income. To enjoy leisure commodities consumers need time, and for some consumers the lack of availability of time is a bigger constraint on leisure consumption than the lack of availability of money. When people are asked in surveys either why they do not participate in sport or why they do not participate more often, the single biggest response is typically lack of time. For this reason we dedicate a whole chapter to the demand for and availability of leisure time.

A crucial part of the analysis is how people react to a change in the wage rate, the price of leisure time. Since over time we expect wage rates to rise, we will consider here the effect of a rise in the wage rate. How does this affect the income/leisure choice? There are two contrasting influences: the substitution and the income effects of the rise in the price of leisure. First, because the price of leisure time is rising, there is an inducement to take less leisure time and devote more time to work.

Two items of expenditure do reflect, however, differences in levels of participation in particular activities—cycling and skiing—where the Dutch participation rate is considerably higher than the British. One final major difference between sport-related consumer expenditure in Britain and the Netherlands is the relative importance of expenditure on gambling on sport in the two countries. In Britain it is the largest single item of sports-related expenditure; in the Netherlands it is the smallest.
