It means that the opportunities for adjusting costs to visitor flows at least in the short run are restricted. In the longer term, of course, capacity and staffing can be adjusted. For example, buildings can be closed and sold off and natural wastage can enable a museum to reduce its staff. For the expanding museum, a buildings programme can be undertaken and new staff taken on. The short run cost structure of museums such as Beamish which have pronounced seasonal fluctuations, means inter alia that any boostings of off-peak visitor demand will hardly affect costs, but will increase revenue.

Performance indicators 49 Equity considerations also force a further consideration of whose values are to count when calculating value added. Are the views of all customers to be treated equally? Should more weight be given to some groups compared to others? It is useful at this point to raise a question which it is easy to lose sight of in the managerialism of VFM: who are the consumers of museum services and can they be easily identified? It must also be remembered that in the longer run, when the 'shock' of imposing a charge has been removed, visitor numbers may to some extent recover and revenues will thus be increased even if prices remain constant. Whether other sources of income would, in fact, remain unaffected by the introduction of charges is unclear. Governments under financial pressure may reduce their own funding to take account of revenues from the market place.
