Its associated conceptions of skill were largely lost in what became life-long learning in place of lifelong earning – for men at least. For young women, the National Curriculum had the unforeseen effect of boosting their exam performance in all the subjects that were now compulsory. They embraced ‘the career code’ as new possibilities opened up for them in the service sector using new technology. Only a minority of girls, including persisting groups of young mothers, were left behind as previous concern for ‘girls’ underachievement’ in school switched to boys.
More pupils are taking and more are passing exams than ever before. If judged in terms of the criteria used by government, then in many respects the ‘standards’ agenda has been a success. Pass rates in public examinations now stand at levels that would have been considered inconceivable 30 years ago. 7 per cent in 2008 – the largest increase since 1990 and a 20 per cent increase since 1997 when New Labour came into office. In total, almost 100,000 more students gained 5 A*-C GCSEs than in 1997. Only 45 Lost Generation?
A nightmare. So much so that in 2007 a new regulatory body, ‘Ofqual’, was created. Inevitably one quango was drawn into conflict with another; in this case with the QCA, the agency still responsible for the development of what was left of the National Curriculum. In March 2009 for example, Ofqual told more than half a million students that their science GCSE pass grades last year were higher than they should have been because the papers had not been challenging enough; there were too many multi-choice questions and standards differed widely across the major examination boards.
