Starting with a Committee of the Privy Council appointed 'for the Planta~ons', by the end of the year it had transformed into a Council of Foreign Plantations, responsible for the central administration of what were eventually to develop into the 28 Environment colonies. u A year later, in 1672, this Council was amalgamated with the Council for Trade, adopting the hybrid name of the Council of Trade and Plantations. It proved an ineffectual body and was quickly abolished. For the next twenty years the Privy Council itself took charge of colonial affairs.
