Starting with a Committee of the Privy Council appointed 'for the Planta~ons', by the end of the year it had transformed into a Council of Foreign Plantations, responsible for the central administration of what were eventually to develop into the 28 Environment colonies. u A year later, in 1672, this Council was amalgamated with the Council for Trade, adopting the hybrid name of the Council of Trade and Plantations.
